Bipartisan Campaign Reform Act of 2002

On March 27, 2002, the prohibition on the use of a specific form of organizational finances as contribution to political candidates and parties or to sponsor certain ads in the period prior to elections became law. This is known as the Bipartisan Campaign Reform Act of 2002 (BCRA), founded on the campaign finance reform bills authored by Republican Senator John McCain and Democrat Senator Russ Feingold (Magarian, 2003). The BCRA or McCain-Feingold law aimed at a more stringent regulation of the sources of funds used for electoral campaigns. It made illegal the use of soft money from corporate or private entities and labor unions for candidates and their machineries at the federal, state and local levels (Magarian, 2003). Prior to this law, organizations could donate an unlimited and unregulated amount of money for issue-based advocacy, increasing voter-turnout and party-building efforts coursed through the national political parties (Geiger, 2005). Issue ads were allowed as long as they did not use words such as â€Å"vote for† or â€Å"do not vote for† and other words that expressly promoting or assailing certain candidates. As such, issue advocacy has in essence been lawfully used to campaign for a candidate as long as the magic words mentioned are absent in the content (BrennanCenter.org, 2008). The BCRA reformed the use of soft money for broadcast issue-advocacy ads campaigns when it came up with as a qualifier for what is lawful issue-advocacy is known as electioneering communication. According to the BrennanCenter.org (2008), this means ads that â€Å"refer to a clearly identified candidate, and targets the candidate’s electorate†. The BCRA requires from entities that conduct electioneering communications a disclosure of the sources of their funds and such ads can not be aired 30 days prior to a general elections and 60 days prior to a federal election (Independent.org, 2008). The law also bans corporations and unions to donate for issue ads from their treasury fund, openly or expressly advocate for a candidate known as independent expenditures or to make direct campaign contributions (BrennanCenter.org, 2008). They are only allowed to do so through specially Political Action Committees (PACs) within these organizations which are allocated a segregated funding that can be used for independent expenditures and issue ads (BrennanCenter.org, 2008). Further, the BCRA demands the full disclosure of the sources of solicited campaign funds that amount to more than $10,000 annually or the identities of organizations and individuals that shelled an excess of $1,000 (Cantor and Whitaker, 2004). It also increased the lawful limits on the total amount of â€Å"hard money† that candidates and parties can turn out. The result was that corporations and other organizations as well as individuals drastically limited their donations to avoid the disclosure of their identities. Corporate and other private organizations can and do work to influence the outcome of the electoral process through soft money spending in order to gain access to the candidate in the event that s/he wins (Geiger, 2005). Candidates also welcome contributions as these determine in part the number of votes they will get. With the BCRA restrictions, political parties resorted to the formation of political organizations. Because they are independent, political organizations which may be corporate philanthropy, social welfare or charity organizations are beyond the scope of the current campaign law and can absorb undocumented amounts of money for issue ads. In the last elections, 527 political organizations generated more than $400 million in such funds where the biggest donors handed amounts within the $3.9 million to $30 million range (Geiger, 2005). These affluent and motive-driven corporate and individual donors were also safe from the disclosure requirement. However, the U.S. Supreme Court, in a narrow decision last year, allowed leniency on issue ads even within the 30-day or 60-day election period when it declared that ads may be exempted from the limitations set by the BCRA if they are determined as principally an exercise of the freedom of speech under the First Amendment rather than campaigning for or against a candidate (Independentsector.org, 2008). The case in question involved the Wisconsin Right to Life Inc. anti-abortion group whose ad was prohibited from airing in 2004 as it fell within the mandated election period and because it mentioned the name of a state senator to act on a certain issue. The senator was running for reelection at that time but no mention was made of this in the ad. The Supreme Court emphasized public rights rather than censorship in their decision on the case (Independent.org, 2008). Thus, corporate and labor organizations can take advantage on another gap to provide financial support for political campaigns of parties and candidates they favor even during election periods through issue ads similar to that used by the Wisconsin Right to Life. The Federal Election Committee issued a ruling exempting organizations from the electioneering communications restrictions as a result of the Supreme Court Decision (BrennanCenter.org, 2008). However, the disclosure requisites provided for in the BCRA still applies in this case but independent-sector groups are active in supporting proposals that do away with this requirement (Independentsector.org). Question 1 South American Adventures Unlimited SA Adventures Unlimited was formed four years ago by Michael and Jill Rodriguez. I? m just referring to limited portions of food and water or let`s say those that are essential for the human body to work. Thus, a 5. 000-calories-per-day diet seems either as a want or as a demand for average people but not as a need. Maybe not behind but next to food and water I would put air and sunlight. Definitively, those two are also among the essential physical needs every human has; and because I? m not the exception, I thought it was important to include them in my list of needs. I understand, though, that in the world not everyone is satisfying this need at a 100%-rate. Good examples of that can be found just by thinking of really air-polluted cities, such as Mexico DF, or thinking of those countries that receive little or no sunlight during several month every, such as Russia or Canada. But let`s thank we are not in any of those groups and move forward. After food, water, air, and sunlight, I would put cloth and shelter. As I mentioned before, I am just talking about basic stuff. Some examples could be a couple of pants, shirts, and sweaters to protect me from the weather and to cover the cloth section. A small house or flat, in turn, will be sufficient to cover the need of shelter. Thus, design cloth and luxury properties would be definitively in people? s wants or demand section, depending on his or her purchasing power. To finish with my physical-needs section, I would mention not only rest but movement and exercise. As every human being, I need to safe hours every day to sleep and rest. I understand the number of hours needed vary from one person to another, but in my case, 7 to 8 hours work perfectly well. Movement and exercise are important needs too. And although it seems that there are a lot of people out there that are not really aware of that, for me, 4 to 6 hours of exercise per week also work for me. Looking now at my individual needs, I would say that freedom and independence along with creativity and self expression are among the top of this list. As most human beings, I need to feel I can express my ideas and take my own decisions without having someone else telling me what to do or how. Here, I am not talking about homework or other duties at work; I am talking about more deep things, such as having someone telling you what to buy, sell, study, or work, where to live, with whom, or how. Sadly, if we look at political extremists, such as communist, not only in history but around us, we could find good examples of that. I consider that having the possibility of learning new things is also an important need, and as such, I included in my list. Here I am not talking about schools or universities, because, in my opinion, those would be wants or needs depending on everyone`s purchasing power. I am talking about learning in general terms. Last but not least, I would include having fun in my individual-need list. I think this is important in people`s life, and for me is not the exception either. I understand of course that for some people more than for others, this could be tough. But even under the worst circumstances people should try. Now, I will proceed with my social needs. In this category I would include affection, sense of belonging and friendship. For me and for every person I know all of them are very important needs that must be somehow satisfied. I would add to this point that satisfying them is not a matter of quantity of friends or people sharing your thoughts and ideas but a matter of quality and how strong are the bounds that you can create with others. Right after I would add respect. For me, this element plays a key role; and just as others, I need to be treated with respect. Acceptance, communication and understanding are also social need. My wants As everybody else, I have different wants. What interested me the most about them is that, apparently, they have no limits; or at least, that seems to be the consensus among most of the economist, especially when they give a look at the principles of the economic problem. Starting with food, and thinking about it not only in terms of tangible products but also in terms of services that would satisfy my wants, I would say that (at least for weekdays) a varied, healthy, home-style menu of food delivered right to my office would be great would probably satisfy my wants. For weekends in turn, I would say that Gourmet restaurants would also be on the list. In terms of cloth and shelter, my wants are also relatively big and considered as a group, they are also unaffordable, at least at this point. I can start by mentioning some tailored suits, long-sleeve shirts and a couple of pair of Italian shoes that match them would also be included. I would also add several ties, made of silk could be included to finish with the formal outfit. Then, for a more casual look, I would by tens of Hollyster & Co. hirts. The reason why I want them is because they have a special fabric that makes it VERY easy to iron them, which safe me a lot of time. Some expensive, and durable black, beige, blue, and brown cotton pants, and jeans could be also on the list. This way I would leave Zara? s cloth behind, which is nice made to last just for a few months. Moving to the sport section, I would include special tennis for runners and several sport outfits. At this point Addidas or new balance will be on the top of the list. Why? Again, is a matter of the perceived quality of fabrics, those brands (and of course others) have invested huge amounts of money to create high-tech cloth that regulate your internal temperature while you are performing any physical activity. Taking about shelter-related wants, I would put a 3 bedroom flat with a nice view, pool, and a tennis court. I can be here in Costa Rica or anywhere else, for example, at Vancouver, Toronto, London, Amsterdam, Rotterdam, etc. At the end it will depend on where job opportunities are. But now, a flat with this description will fit perfectly well with my wants because I would have a room for me and my girlfriend, a room to use as a private office/library, and finally a guest room for family living overseas. Talking about the possibility of learning new things, I want to start a master program in a European university, especially if it is located in the UK or in the Netherlands. Why? Because I really like those countries and their universities are ranked among the top of the list. I would also add many books to my wants list, and here I? talking about really expensive ones. And finally looking forward to satisfy my both social needs of communication and individual needs of creativity, I would definitively add a Mac book air to my list of wants. The reason I choose this product is because it will give me not only the built-in camera and microphone that I use to call them through the internet (because today almost every computer include this feature) but because it wi ll give me the mobility and flexibility I need due to its light weight. Carrying my laptop at the airports won’t be a nightmare. And finally I will be more efficient at one of my hobbies, which is creating graphic material using Macromedia `s programs, because I will not have to wait for my slow PC. My demands: Sticking here to the idea that demands are the type of needs backed to my purchasing power, I have to admit that my list of demands has been self-limited almost to the basics. This means I have voluntarily decreased my level of consumption because I am a point where the act savings became a necessary step to achieve some of the goals I have set. For example, I would definitively include access to sport facilities to train between 3 to 4 times per week (or even more in those weird cases that I have the time and the will) to my list of demands. A gym membership, for example, could work perfectly well. Products and services that give me more useful time and increase my efficiency are also on my demand list. Here I`m talking about a Smartphone and the Voice & Data packages that are offered by the phone company, which gives me exactly what I? looking for: High-speed internet access, interconnected email accounts, access to overseas radio stations, maps, calendar, address book, alarms, cameras, videos, the etc. Even though it is absolutely not among my favorite demands, gas is also on this list. I understand that public transport represent an alternative. But sadly it is slow and time-consuming, so to my regret public transportation services do not work for me. I also demand ingredients to prepare easy-to-cook, home-style food. Let`s say, fruits, frozen vegetables, chicken breasts, meat, milk, cereal, bread, cheese, juice, etc. Thinking about my individual need of learning new things, I demand related products and services that help me to satisfy it. Among the products, books usually play a central role. When it comes about services, in turn, high-speed internet access and being enrolled in university studies are crucial for me. To finish with my demand list, I would include my apartment, which is rented, and all the related public services. Water, light, land phone, is what I? m talking about here.

Donnie is not mentally healthy but he is very intelligent and has extremely high Iowa test scores. He also has a tendency to hallucinate and do destructive things when sleepwalking, such as flooding his school and burning down a house, due to this he is on strong medication and sees a therapist on a regular basis. After a near death experience, Donnie starts seeing an imaginary friend known as Frank. Frank is a seven foot tall, demonic looking rabbit, who tells him about how the world is going to end and of the possibilities of time travel. Frank saved Donnie from this near death experience by telling Donnie to follow him outside and revealed to him that the world was going to end in 28 days, 6 hours, 42 minutes, and 12 seconds. After Donnie was told about the end of the world a plane engine crashed through his house, destroying his bedroom. Luckily Donnie was outside and survived. Donnie also finds love in a new girl to his school named Gretchen Ross. This girl also has a dark past and is somewhat mentally unhealthy as well due to her mother being stabbed four times by her step father. As time goes on Donnie sees more of Frank and more hallucinations, which leads him to think that time travel is possible along with the power to manipulate fate. To prevent all of the negative events Donnie sees himself causing in the future, he goes back in time to stay in his room and die as the plane engine crashes through his home. This prevents a whole butterfly type effect on everyone that surrounds him and the end of the world Frank warns him about. Throughout the movie Donnie is filled with unhappy thoughts and his head is consumed by troubled feelings caused by the prescription pills he takes, although these pills seem to be the only thing that Donnie has to give him a consistent behavior and focus in life. They also open his mind to reality beyond what he normally comprehends. Donnie is tortured by his genius, his fear of death, and struggles with isolating himself brought on by feelings of being rejected for thinking differently or outside the box. Through his genius and reaction to the pills, Donnie saw his destiny and was scared of  dying alone so he created Frank to give him direction. With his second chance in life, Donnie went around making sense of peoples lives and destroying things that could make people unhappy such as his corrupt school. Donnie loves people and wants to help them but he fears what everything means in the big picture, and this is why he needs Frank for direction. He then realizes that his choice to live brought more pain, death, and doom than if he had died in the first place. This is why he chose death, he just needed to understand this so he could be at peace. He then feels happy about himself which is why he dies with a smile on his face. Donnie Darkos behavior is very abnormal, he is not like anybody else in his environment. This can mostly be attributed to being a paranoid schizophrenic. Paranoid schizophrenia is one of the most damaging of all mental disorders. It causes its victims to lose touch with reality as Donnie does with his ideas of time travel. They often begin to hear, see, or feel things that arent really there, or hallucinations which Donnie often experiences. They also become convinced of things that simply are not true which are delusions. In the paranoid form of this disorder, they develop delusions of persecution or personal greatness. The first signs of paranoid schizophrenia usually surface between the ages of 15 and 34. There is no cure, but the disorder can be controlled with medications such as Donnie is forced to take. Since Donnie is a paranoid schizophrenic no prior events would have caused his behavior because schizophrenia is thought to be a chemical imbalance in the brain and is not in any way caused by stress, which disregards any idea of post traumatic events causing his behavior, although stress can make the symptoms worse. One example of this is how the near death experience made his symptoms worse. His symptoms included, confusion, inability to make decisions, hallucinations, changes in sleeping habits, energy level, delusions, nervousness, strange statements or behavior, withdrawal from friends, or school, anger, indifference to the opinions of others, a tendency to argue, a conviction that you are better than others, or that people are out to get you. Without medication and therapy, most paranoid schizophrenics are unable to function in the real world. If they fall victim  to severe hallucinations and delusions, as Donnie does, they can be a danger to themselves and those around them. This is greatly illustrated by Donnie being forced to take his medicines, and causing harm to others such as when he shoots the kid who hit his girlfriend and flooding the school. This is very important for a teacher to realize. I will take charge and make wonderful things happen in my classroom. Teachers immensely influence children’s lives. In my entire school experience I have found that teachers can make a difference in the lives of every child. I admire all teachers for their hard work and determination. I have seen students who, without the teacher’s love and guidance, would have missed out on so many opportunities. I chose to become a teacher to help those children less fortunate than others to look at themselves as worthy individuals. My father has been a constant source of encouragement in my life. He is a teacher at my local high school. He cares about his students, giving extra help to those who need it, and recognition to all students, not just over achievers. I have seen the hard work, long hours, and emotional stress that he goes through every day. Despite all of the difficult aspects, he enjoys his job.
